Ethiopia, upstream on the Blue Nile, sees the river differently. For Ethiopia, the Nile is development. Consider this: it promises electricity to millions of Ethiopians who've never had reliable power. But downstream, Egypt and Sudan see a threat to their water security.

The Nile Basin Initiative, formed in 1999, was supposed to create a cooperative framework. The Cooperative Framework Agreement (CFA) followed in 2010. But Egypt and Sudan didn't sign, insisting on "historic rights" based on colonial-era treaties. The other countries argue those treaties excluded them entirely. The deadlock persists.
The Countries the Nile Runs Through
Here's the list, in order from source to sea. But the order depends on which tributary you follow.
Rwanda and Burundi
The Nile's most distant sources sit in the highlands of Rwanda and Burundi. The Kagera River system, fed by streams from both countries, flows into Lake Victoria. Neither country uses large volumes of Nile water directly — their contribution is rainfall and runoff. But both face pressure to develop hydropower and irrigation in the Kagera basin, which affects what reaches the lake. Most people skip this — try not to.
Tanzania
Tanzania borders Lake Victoria but doesn't have major Nile tributaries within its territory. That said, its stake comes from the lake itself — fishing, transport, and potential water abstraction. The country has occasionally signaled interest in drawing more water from the lake for agriculture, which would reduce outflow into the Nile.

Uganda
Uganda is where the Nile becomes a river. Uganda has built several dams on this stretch — Nalubaale, Kiira, Bujagali, Isimba, Karuma. But Kenya participates in Nile Basin politics because the basin covers part of its territory and because regional water diplomacy matters.
Democratic Republic of Congo
DRC holds a sliver of the Nile Basin in its far northeast, where the Semliki River flows from Lake Edward into Lake Albert. The Semliki forms part of the Uganda-DRC border. DRC's involvement in Nile governance has been limited by decades of conflict, but the country is a signatory to the Nile Basin Initiative.
South Sudan
The Nile enters South Sudan from Uganda and immediately spreads into the Sudd. This massive wetland — seasonal, shifting, biologically rich — acts
as a natural flood control and sediment trap. The Sudd slows the river’s flow, reducing downstream water availability during dry seasons. South Sudan has little infrastructure on the main Nile channel, but the wetland itself is both a resource and a constraint. The government has considered, then shelved, plans to dredge a canal through the Sudd to bypass the wetland — a project that would significantly alter water delivery to Sudan and Egypt.
Sudan
Sudan receives the bulk of the White Nile, which converges with the Blue Nile at Khartoum. From there, the river flows north through Sudan’s heartland. Decades of civil war limited Sudan’s ability to invest in Nile infrastructure, but since independence in 2011, South Sudan’s upstream position has complicated Sudan’s water security. That said, ethiopia insists the dam is essential for its economic development and energy independence. Egypt and Sudan view it as an existential threat to their water supplies.
Ethiopia has not signed the Cooperative Framework, citing the need to protect its sovereign right to develop its resources. It argues that the 1959 agreement between Egypt and Sudan, which allocated nearly all Nile waters to those two countries, ignored Ethiopia’s rights as an upstream nation.
Eritrea
Eritrea has no direct access to the Nile River system, but it participates in Nile Basin discussions as a member of the Nile Basin Initiative. Its involvement is largely diplomatic, focused on regional stability and cooperation.
Chad
Chad’s connection to the Nile is indirect, through the Lake Chad Basin, which drains into the Atlantic rather than the Mediterranean. On the flip side, Chad participates in broader African water governance forums and has expressed interest in regional cooperation on transboundary waters.
Egypt
Egypt receives the Nile’s final stretch, where the White and Blue Niles merge near Khartoum and flow northward through Sudan into Egypt. The river is Egypt’s only perennial water source and underpins its agriculture, industry, and daily life. Nearly 95% of Egyptians live along the Nile Valley and Delta.
Egypt has historically opposed any agreement that reduces its water allocation, which it calculates at around 55 billion cubic meters per year under the 1959 treaty. It views the GERD as a threat to this allocation and has sought international mediation, including from the World Bank and the United States.
